I want a user-defined field in a inbox that will only allow entries from a
pre-defined drop-down list, in the same way that the importance field only
allows values fromlow, normal, high.
Does anyone know how to do this?

Do you mean you want this field to appear in views of the Inbox folder?
That's not possible. Outlook doesn't support custom drop-downs in views,
only on forms
