Depending on version, you need to check "Tabs and backspace set left indent"
on the Edit tab of Tools | Options or (in Word 2002) "Set left- and
first-indent with tab and backspace" on the AutoFormat As You Type tab of
Tools | AutoCorrect Options. If the bullets are set up as an outline list,
you can also use Alt+Shift+Left/Right Arrow to promote/demote.
