Just to be sure:
using Outlook2000 with Internet Mail in WC-mode, all works fine, sending
faxes from within Outlook included
using Outlook2000 with Internet Mail in IMO-mode, seems impossible to
install WIN XP-Fax as an account/service (only WinFax SE installs)?
So, question: is Outlook2000 in IMO incompatible with Win XP-Fax? If
not, how to install?

Indeed.
IMO was a temporary and incomplete version of Outlook that could not support
the MAPI transports that the full versions support, fax included. That's why
IMO had to have it's own TAPI fax software, WinFax SE. Ironically, WinFax SE
hardly ever worked. Mercifully, both IMO and WinFax SE have nearly vanished
from the face of the earth.
You are overdue for an upgrade to a full version of Outlook.
