Outlook FORMS

I have designed a custom form (based of default Message form) in Outlook
2007, and published the form to the Personal Forms Library. When i fill out
the form and send to other users using Outlook 2007 & 2003, they cann't see the form results/contents (in the format I set up in the Read Pane) .
However, anyone using Outlook /20072003 does not see the Read Pane form view or any of it's contents. Is there a backwards-compatibility issue, or have I missed something?

I am not using the Exchange Server because we are using the POP3 mailing server. We don't have the Exchange Server.

We want to use this custom form for the particular area . Not for whole company.
