Outlook 2003 Out of Memory error

When composing an e-mail, of any kind, out of memory message appears, Insufficient memory. The application doesn't crash and you need to click OK on the memory message. We have re-imaged the users computer with a fresh installation of Outlook 2003 and this still happens. The event log does not show any application error message. has anybody experienced this??? Could use the help. Thanks.
