OE 6 won't load...missing dbx files

Ready to scream here!!!!
When I try to load OE I get error message ...could not load disk is full and then OE could not be started msoe.dll could not be initialized(sorry not exact wording,but close). I tried searching for dbx fles and there are none,tried dbxtract and 2 others extracters and it can't find any either. I located my OE store folder and it is empty when I tried to open it I get a message "Drive C is not formatted would you like to format now?" I tried system restore to the date the Store folder was last modified and it won't restore to that date. I am running XP SP2 so I can't use add/remove IE6/OE6 I tried to trick the registry into not recognizing OE so I reinstall that didn't work either! 2 days prior to all the problems I was getting some double messages and I had lots of spam in my delte folder and I got the message about compacting the folders and I said No. Anyone know what would happen if I just deleted the Store folder would OE just create a new one? At this point I don't care about any lost messages I just want it to run again (I hate my ISP's mail) I found my address book at least!
