I was/am having the same problem except we use GroupWise, not Outlook.
Then I got it working (I don't remember how) until quite a list of "updates" came in on 6-15-09 and that's when ALL electronic e-mail merges quit working.
We uninstalled Outlook, uninstalled GroupWise and reinstalled GroupWise.
Now attachment and plain text methods are working so long as GroupWise is already running but not HTML merges still do NOT work.
Sure wish I knew what I'd done the first time I got it working.

Note that two keys ( named grpwise.exe and gwcma1.dll) in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Messaging Subsystem\MSMapiApps had "Microsoft Outlook" as their data value but changing them to "GroupWise" had no effect.

SFC /SCANNOW also found nothing wrong.

When/if we get it working, I'll post.

I was having the same problem. Text and attach worked, but when I selected HTML it didn't do anything. I normally use Thunderbird, but had changed to Outlook for my default email client using "Set Program Access and Defaults"

What fixed it for me was closing both Word and Outlook, making sure Outlook was set to be my default client, then opening Word and starting the merge. It opened Outlook for me, and all the HTML emails went out properly.

Hope that helps someone. I spent an hour today trying to get it to work before I decided to close both programs and let Word launch Outlook.

I am using GroupWise and wound up purchasing "Mail-Merge Toolkit" from MAPILab.
http://www.mapilab.com/outlook/mail_merge/
I.T. services couldn't solve the problem. Information on the connection between this problem and GroupWise was impossible for me to decipher. I installed Open Office and without a problem I was all the way to the point where I needed connectivity between Open Office and our mail server and our I.T. department "doesn't support Open Office". Confused
I downloaded the free demo of Mail-Merge Toolkit and it worked without any problems. I was hooked. When the trial period ended I found out what it feels like to be addicted. I HAD to have that toolkit. It's a pity to have to purchase software to fix Microsoft's junk.
MAPILab's toolkit solved the problem AND I really appreciate the additional stuff (like merge fields in the subject of the email).
Sorry to sound like a commercial for MAPILab but it really was an easy, successful solution so why not.
