I tried to install Service Pack 2 for MSOffice 2007 (running on Windows 7),
and it would not install.

Since I did this, Outlook is acting up. When Outlook opens, it tries to
download files that it did not before. These are the types of files:

Name: MSOC895.tmp
From: outlook:today
Type: Unknown

The one above seems to be the file that would show my Outlook Today (the
dashboard of my calendar, inbox, task list, etc).

Similarly, whenever I get a new email, a window opens telling me it's going
to download a file like this:

Name: MSOE99F.tmp
Type: Unknown file, 15 MB
From: Outlook:00059302... (big long number)

What is going on? How do I fix it?

Details would be in why it did not install (see the installation log).
At this point I would completely remove Office 2007 and then start over.
If you have issues uninstalling Office 2007, uninstall it manually.
