I have created a estimation program in excel. Are there any illegalities if
i were to sell it? Is it possible to copyright it? How much would it cost?

Anything you create in Excel has your copyright (provided you created it and
you did not copy stuff from others) and is yours to sell. Cost depends on what
it is and what people are willing to pay for it.
Don't expect to sell Excel models for big bucks though.
