I finally sorted it. When you go through Tools and E-mail accounts, choosing "View or change existing directories", the fact that Outlook Address Book is there is where the problem lies. It's empty and blocks you from configuring folders as OABs (hence the greyed out option). If you choose the Remove option, you can then go back and add an OAB. That then removes the greying out when you try to configure a Contacts folder as an OAB.

It is there and looks identical to how it was in XP but it doesn't operate as an Outlook Address Book. If I start a new mail, Outlook doesn't give me any names from that list. I've seen a few people on this list comment on the greyed out option but no solutions.
