First go to Office button > Word Options and check the box for "Show
Developer tab in ribbon". Click OK.
Select the Developer tab that now appears at the right end of the
ribbon. In the second row of the Controls group, the fourth button is
Legacy Controls. The former Forms toolbar is the first row of the
dropdown from that button. The Protect Document button is in a
separate group further to the right on the Developer ribbon.
As you might guess from the way this is buried, Microsoft considers
the Legacy Controls to be "old stuff nobody wants any more". The new
replacements are the content controls, which are all the other buttons
in the Controls group. They are for the most part more flexible and
useful than the Forms controls. They also have the advantage that you
don't have to protect the document, which would lose features such as
spell checking and freeform input. My only complaint is that there's
no check box content control.
