The exclusion dictionary must be in the same folder as the main
dictionary for the language you're using -- see
http://www.word.mvps.org/FAQs/General/ExcludeWordFromDic.htm.
It appears that you can change that location, for _both_ files, by
creating a TOOLS-PATH entry in the registry key
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Word\Options (for
example, see
http://support.microsoft.com/?kbid=212242). The
description Microsoft gives is a bit confusing, so I'm not sure
setting that entry will really make Word look in that location unless
you move the main dictionary at the same time.
Come back and let us know, if you try this, whether it works or not.
