Two factors could be having an influence, here
1. Word 2003 has a setting in Tools/Options/Security that will FORCE a document
containing markup to show the markup. You might try deactivating this and see if
it makes any difference
2. If any document exchange is being done via Email, Outlook has an option that
will send a document "marked" to open with Markup showing. Since you say this is
all being done via network, and not email, it's not certain that this would be
coming into play, but definitely something to keep in mind.
