Create setup file for install script in Outlook

I write script for using in rule (Outlook 2007).
But cann't install it on all my group's computes myself.

I want make msi file, which add script procedure and create rule.
I now, how create rule . But i don't now how add code modul.

Help please. (Sorry for my English)
