I have carefully followed Outlook "Safe Sender" instructions to add certain
e-mail addresses to Safe Senders list, yet the e-mail addresses continue to
remain blocked. The e-mail addresses show up in the Spam Report, but not in
the junk folder. Can anyone help?

Outlook doesn't HAVE a "spam report" therefore you either have a third-party
spam application installed, or your ISP is doing it...
You need to edit the settings in whichever you have...
