Is there a way for a user (not root) to only have permissions to manage
all print jobs? I'm mainly looking at the CUPS web interface, but I'm
not against doing this over the console. So far, the only ways I know
are to be root on the CUPS web interface or to be the user who started
the job (in which case, only the user has access to his/her own jobs)
and run cancel, lprm, etc.

You can use sudo to grant a user the rights to run lprm without
a password.
