Document the previous change in debian/changelog, and add Replaces.
Since some files move from xspecs to xorg-docs, the latter needs an
appropriate Replaces: field in debian/control.

Move manpages from xspecs to xorg-docs.
These manpages used to be included in xfree86-common; they are not part of
the technical documentation, so I think we should not hide them in xspecs.
Also rename Standards(7), Consortium(7) and security(7) to XStandards,
XConsortium and Xsecurity.
