Shorten your Uploaders field today; keep it slim tomorrow

Hey,

Marc 'HE' Brockschmidt poked the issue of the very long Uploaders field
once again and came back with a nice new Uploaders field generator:
instead of listing all members of the GNOME team in Uploaders, the
last 10 uploads of the package are filtered to only keep members from
the team and remove the maintainer.
This should slim the field considerably and give it some stability,
so don't be surprized if you get a readable Uploaders field in your
diff!

As an added bonus, packages having custom rules to generate control out
of control.in may now set DISABLE_UPDATE_UPLOADERS before including
uploaders.mk, and this should disable its clean:: target. This
requires build-depending on gnome-pkg-tools 0.11.
