The version of my preferred newsreader (Pan), that is included in the
recently-released Debian 4.0, has lost _all_ the features that made the
previous version of Pan attractive to me. Namely the abilities to:
a) download only the headers of new postings;
b) inspect the downloaded headers offline;
c) mark for retrieval, when next online. the full threads of the topics
that sound promising; and
d) block-delete the other headers.
Are there any newsreaders in the Linux world that still offer these
features?

Depending on why you like those features, you might do well to
run you own small news server, like leafnode.

Thank you for the advice.
I tried leafnode some 3 years ago. Then it seemed very slow in
downloading the bodies of flagged, previously downloaded message-headers.
Maybe, with an extra 3 years of Linux experience (and a faster computer)
I can mange to configure leafnode so that it will work better this time
round.

Depending on how you have set it up, /fetchnews/ (the bit that
communicates with the outside world) is only called when you
connect to the net and then once an hour. It can be called
directly whenever you want.
