.. I've always run w/ Enable Usage Statistics selected.
.. I see the following in my files.
<section id="PreferencesShortcuts">
<value id="UsingStandardKeyboard" xml:space="preserve">1</value>
.. I 'assume' 1 == TRUE.
.. I've never used the standard unix_keyboard.ini file, so the '1'
surprises me.
.. I also see:
<section id="PreferencesToolbars">
<value id="UsingStandardToolbar" xml:space="preserve">0</value>
<value id="UsingStandardMenu" xml:space="preserve">1</value>
</section>
.. I've always run with a modified standard_menu.ini file (to get
seession to work w/ keybooard input).
It 'appears' the usage statistics don't report my actual statistics.
Comments?

My understanding, is that the usage statistics option was only
active during a few of the weekly builds. I don't think it
gets updated now.

Well they're being created! Hopefully Opera doesn't look at them or
use the data to make decisions about customer usage, since they're
somewhat buggy in my case.

Turns out I had it disabled in opera:config. Don't remember turning it
off, but I probably did. Anyway, it now shows ...

which is correct, as I'm using the standard keyboard, not the
linux one.

Do you mean you edited the standard_menu.ini that comes with Opera, or do
you use a edited renamed copy of this file from your ~/.opera/menu/
directory? Only in the latter case does Opera recognize this as not being
the standard menu.
