Table of Glyphs

What configuration, or X charset do I need for Opera to see these
characters?

You'll need a font that supports it encoded in a way that opera
understands. However, I don't think opera really supports characters
outside the basic multilingual plane yet (i.e. unicode codepoints 0
through 0xffff). In principle, it might work if you use xft as font
renderer (which you probably do), and it transparently deals with
surrogate pairs. You'll still need a font that xft understands and
that contains the glyphs...

I'd never heard of Deseret before, but decided to check it out.
I restarted the xfs after installint the ttf fonts from
http://www.wazu.jp/downloads/damase_v.2.zip and
http://www.fontage.com/_zips/deseret.zip

As per http://www.ody.ca/~dwhodgins/operadeseret.png
opera will display the glyphs.

From running opera --debugfont, it appears to be
using the glyphs from damase.

I knew nothing of it until I stumbled on the webpage, but the
'browsers that can view' triggered the post.

I added your cited fonts, but glyphs 0x10426, 0x10427, 0x1044E,
0x1044F still show as squares.

Otherwise, we can make some noise that Opera works too.
