Justification: fails to build from source (but built successfully in the past)

Per https://buildd.debian.org/status/package.php?p=libical&ver=0.48-1,
the latest libical upload encountered test suite failures on several
architectures, perhaps related to the start of daylight savings time
in (at least) .us over the weekend. Could you please take a look?
