Need help writing database script

Hello, I am using coffeecup as a web authoring tool. I am experienced with html, bit of java. I have been given the job of creating a member database script for a cannabis compassion club. There is an existing database but we need to move the site, and will not be given the script when we transfer. I can view the page source and see the script, but I am unsure what needs to go into a cgi-bin to make it all work together. I am a novice at using scripts.

If anyone out there can recommend a site with easy to understand scripts which can be customized, or willing to help via email, it would be hugely appreciated - and you will be helping a non-profit organization keep up their work of providing medicinal cannabis to licensed patients.

My fingers are crossed that someone will take the time to help a good cause!!
