How to edit photoshop filter categories?

Hello Gnomies!

In the Photoshop filter menu you get a dropdown of folders containing the various filters and plugins. They are organized according to authour, but I want them organized according to what they DO. For instance, I want the grayscaler filter in a menu for black and white works.

Now, I have found I can change the name of the menu with a hex editor, and if you change the names of several, they go to the right menu. Problem is, that if the name of the menu in the hex has only 7 characters, you must use 7 characters (counting spaces) in your new title. So if you've two filters, one in a menu with a menu name length of 12 characters, and the other in a menu name with a length of 5 characters, there is nothing you can do to get them into the same menu.

Short of buying the pro edition of Plugin Commander, does anyone know of a freeware, or a hack or a way to do this?
