Question would be, how many hits do you expect per site?
That would help determine your connection speeds and your server speeds.
What kind of data are you going to serve strait html, flash, QuickTime, database driven pages??
Do you expect only one web site(domain name) or more???

Most likely if you want to serve a 10 page or so html site 1 gig of processor and 1 gig or ram with a fast HD would be fine for the machine. Your real bottle neck would be the internet connection most of the time anyway.

Windows 2003 server web edition is all you need if you decide to go with a windows based solution and you need to host multiple sites. Windows XP has a simpler version of IIS 5.1 but it is designed for 1 web site and it also limits the amount of concurrent connections to the web site you can have, I think it is 10?? maybe...

So like I said what are you going to serve??? and how many???
