Gov. Rick Perry joined state Rep. Brandon Creighton and sponsors of House Concurrent Resolution (HCR) 50 in support of states’ rights under the 10th Amendment to the U.S. Constitution.

“I believe that our federal government has become oppressive in its size, its intrusion into the lives of our citizens, and its interference with the affairs of our state,” Gov. Perry said. “That is why I am here today to express my unwavering support for efforts all across our country to reaffirm the states’ rights affirmed by the Tenth Amendment to the U.S. Constitution. I believe that returning to the letter and spirit of the U.S. Constitution and its essential 10th Amendment will free our state from undue regulations, and ultimately strengthen our Union.”
...
A number of recent federal proposals are not within the scope of the federal government’s constitutionally designated powers and impede the states’ right to govern themselves. HCR 50 affirms that Texas claims sovereignty under the 10th Amendment over all powers not otherwise granted to the federal government.

It also designates that all compulsory federal legislation that requires states to comply under threat of civil or criminal penalties, or that requires states to pass legislation or lose federal funding, be prohibited or repealed.

The Department of Homeland Security is warning law enforcement officials about a rise in "rightwing extremist activity," saying the economic recession, the election of America's first black president and the return of a few disgruntled war veterans could swell the ranks of white-power militias.

A footnote attached to the report by the Homeland Security Office of Intelligence and Analysis defines "rightwing extremism in the United States" as including not just racist or hate groups, but also groups that reject federal authority in favor of state or local authority.

I guess the Governor is a terrorist?

Interesting that the 2009 Virginia Terrorism Threat Assessment also includes reference to "sovereign citizens movements".
http://wikileaks.org/wiki/2009_Virginia_Terrorism_Threat_Assessment%2C_Mar_2009

Clearly these movements are are being categorised that way. Whether this is accepted as a convenient shorthand or an attempt to damn by association will be no doubt coloured by the politics of each individual.
Whether the use of the word is accidental or more sinisterly motivated, its use is, in my view, inappropriate. A more accurate word might be rebel, subversive, dissident, or if arms were involved insurgent. All of these words fully convey the sense of opposition to the status quo and current power and authority structures.

The word "terrorist" suggests to me dramatic and deadly injury to civilians or non-belligerents ( for political purposes)

I can't remember where I came across this cynical observation, but here it is:

Question: Whats the difference between an army of occupation and a terrorist organisation?
Answer: An Air Force

The 10th amendment gets butchered on a regular basis, this resolution is akin to a paper tiger, I would be much more impressed if they actually got up and did something substantial to stop things.

As for the DHS report if you can't beat your opposition in an open honest debate then label them as radicals, that follows the The tenth rule of the ethics of means and ends. "do what you can with what you have and clothe it with moral garments"
Saul Alinsky
If you haven't noticed there is absolutely nothing in that report to back up it's claims.
