Another fake? Read the "Letter" linked.

First clue: no one sends a letter about how great a meeting was and starts it "Dear Mr." with no name.

Second clue: There's no "Office of Research and Development" in the DHS Science and Technology Directorate. First, it's ALL R&D, second, that office doesn't exist: http://www.dhs.gov/xabout/structure/editorial_0531.shtm

Third clue: The letter is about detaining illegal aliens and criminals, but the "article" is about putting the bracelet on "all air passengers".
