Probably about as much chance of that as there is of looking out your window and seeing a pig flying by Laughing

Seriously though, low-end users would probably get a reduction in their bills. I guess a lot will come down to what the monthly access charge is.

Simple math. If 5% of users are defined as "heavy", and if the change is revenue neutral (fat chance) Then whatever increase is imposed on the 5% will be distributed among the 95%. So if the heavy users pay, say $20 per month more, the light users should pay $1 per month less.

I'm not sure it would work going back to that process. If you recall thats pretty much how the internet usage was charged; something insane like $1/min. Hopefully the charges wouldn't be that high today but there are so many users online now that the rate doesnt need to be so high; what we have now is the cost spread out among all users...
