You mentioned the rank and file Democrat members but as the article noted I believe it is actually the Obama camp and the Democratic leadership that is fighting against this measure. They know that for many of the rank and file Democrats the only cover they will have from their constituents once this bill passes is the claim they didn't know what was in it. If the bill was allowed to be viewed before being read the outcry against it could cost votes and end up killing it .

What I meant by "rank-and-file Democrats and the Independents" is the non-politicians. I would hope that they still all care about transparency in this issue especially, as we all seem to agree should be the case.
