I found this in our Ball Canning Book.

Stuffed Green Peppers

1 Med Head Cabbage ( 1 Quart Shredded Cabbage )

Cut top off peppers save.
Scoop out centers. Disolve 1 cup salt in 4 quarts cold ; pour over

Drain; rinse & drain thoroughly. Combine cabbage, mustard seed, salt & pepper; press into shells.
replace tops and fasten with toothpicks.Pack into hot jars, leaving 1/4 inch head space. Combine vinegar, water & sugar.Bring to boil. Pour hot liquid over peppers leaving 1/4 inch head space.
Remove air bubbles. Adjust caps. Process 15 Min. in boiling water bath.
