President Obama meets Monday with his Cabinet, including Defense Secretary Robert Gates, right.
Agencies will have to report how they saved on expenses at the end of the period.
The federal government has "a confidence gap when it comes to the American people," Obama said at the White House.
"We've got to earn their trust. They've got to feel confident that their dollars are being spent wisely."

It took me a while to quit laughing. He's going to earn our trust with this. Robs our children blind, tosses a penny back and says here ya go, don't spend it all in one place. As gimmicks go this one is way too obvious. Yes, it will fulfill his promise. In much the same way as cutting $1.00 from the budget would. And it will have about the same impact on the economy. I'm sorry President Obama, consumate cone man. If you want to impress me with your seriousness about bringing fiscal responsibility to Washington reign in the monster of a budget you asked Congress to pass. Make good on your promises to get rid of lobbyist and earmarks instead of making excuses for allowing them into your administration and quit trying to pass off this fluff as anything but the sham it is.
Lets put this into perspective a little. If you had 1000 pennies and cut one of them up into 100 pieces then took away one of those pieces you would have taken away slightly more than this amount will actually take away from the 3.67 trillion dollar budget. Thanks President Obama but you could save us all a lot more money by resigning before you bankrupt us all.
